Craig Williams has been a Bastrop County resident since 1968, graduating from Smithville High School in 1978. He has worked in the oilfield service industry for over 18 years, including positions from Operations Manager to General Manager, and is currently employed as an oilfield chemical and stimulation services salesman, servicing Texas and Louisiana. He has served his community as a member of the Livestock Show Board of Directors for 10 years and as a member of the Smithville School Board for 15 years, serving as President for over 10 years. Mr. Williams joined the Aqua board in 2011, to fulfill the unexpired term of Mike Morgan. Mr. Williams states, “My reason for serving is to ensure Aqua Water continues to provide quality water and services for years to come by working with the current Board of Directors and Aqua employees.” He and his wife, Suzanne, have been married for 30 years, raising two sons, and reside in the Upton community.
D. Mican received an accounting degree from the University of Houston and owned an accounting and tax practice as a CPA from 1984-2010. He has served as a director of Aqua Water Supply Corporation from March, 1995 to February, 1998 and from February, 2009 to June, 2012. In February, 2016, Mican was appointed to serve as a director representing Zone 2 to fulfill an unexpired term. He also serves as a director of the First National Bank of Bastrop and serves on the financial committees of Bastrop Independent School District and Bastrop County. He and his wife, Rita, have raised two children and have resided in Bastrop County since 1975. Mr. Mican states, “My goal for serving is to have adequate water available at a reasonable cost and operate the corporation in a sound business manner.”
David Glass is a lifelong resident of Bastrop County. He is very involved and has served on a variety of boards throughout the community. He currently sits on the board of directors for Frontier Bank of Texas and is currently president of the Elgin Economic Development Corporation. He is past president of the Elgin Chamber of Commerce, a former board member of the Austin Area Research Organization and a former member of the executive advisory board for the Capital Area Boy Scout Council. Education is very important to Mr. Glass. He was a vital part in bringing Austin Community College to Elgin and is on the board of directors for the ACC Foundation, as well as being past president for the Elgin Education Foundation. Mr. Glass is a local business owner. He owns Elgin General Store and Rockdale General Store. He is also the owner of Silverado Business Systems, a national software company for feed stores. Mr. Glass joined the Aqua Board in 2012 to fulfill the unexpired term of Ernest Bracewell. He and his wife Kathie reside in Elgin. They have four children and one grandchild.
Earl W. Steinbach – Vice President
Earl W. Steinbach attended The University of Texas at Austin, has served in the banking industry for thirty plus years and served as a Director for First State Bank from 1993 until September, 2012. He has served on the Aqua Water Supply Corporation Board of Directors since 2001, serving as Vice President since 2009. Mr. Steinbach states, “My reason for serving is to protect our water resources for present and future generations.” Mr. Steinbach and his wife, Pamela, own a farm and ranch in eastern Bastrop County and operate a cow/calf business.
Cliff Kessler – President
Cliff Kessler graduated from Iowa State University with a Bachelor’s Degree in Agriculture Education and a Masters Degree in School Administration. He completed advanced work in school administration at University of Utah and Nova University, Florida. Mr. Kessler retired in 2009 after 25 years at the Travis Central Appraisal District where he was responsible for the agricultural valuation for Travis County. Mr. Kessler began serving on the Aqua Board in 1987 and has served as President since 2009. Mr. Kessler states, “My goal in serving is to keep abreast of statewide water issues and legislation and to ensure that Aqua remains the best rural water district in the state while providing dependable, low-cost water to its members.” He also serves as President of the Emergency Services District #13, President of the Blackland Prairie Concerned Citizens Association and President of the Travis County Farm Bureau. Mr. Kessler and his wife, Bonnie, own a farm in northeast Travis County where they have resided for 37 years.
Duke Ducharme grew up in Port Arthur, Texas. He worked 18 years in the nation’s missile and space program, working for Boeing, Chrysler and IBM. While on the Saturn and Apollo Space Programs at Cape Kennedy, Florida, he obtained a BS in Electrical Engineering from Florida Institute of Technology. When the Apollo program was over in 1975, he was transferred to IBM Austin, taking up residence in Elgin, Texas. Mr. Ducharme retired from IBM in 1991 and became active in the community. He is a past member of the Elgin Chamber of Commerce, Past President of the Elgin Kiwanis Club, served 6 years on Bastrop County Appraisal Review Board, was twice Co-Chair of the Elgin Independent School District Strategic Planning Committee, and served a temporary term on the EISD School Board. Mr. Ducharme has served on the Board of Directors of Aqua Water Supply Corporation since 2004.
William “Bill” Tomsu
William “Bill” Tomsu graduated with a degree in Business Management at St. Edwards University in Austin, Texas. He owned and operated Tomsu Cleaners in Bastrop from 1987 until his retirement in 2005. Mr. Tomsu has served two terms on the Bastrop Independent School District Board of Directors and is a past member of the Board of Directors of the Bastrop Chamber of Commerce. He currently serves as a member of the Board of Directors for the Bastrop Area Livestock Show and has served as a member of the Board of Directors of Aqua Water Supply Corporation since 2001. Mr. Tomsu states, “My goal is to protect Bastrop area water for Aqua customers while insuring quality water at the lowest rates.” Mr. Tomsu and his wife, Patty, reside in Bastrop County, Texas.
