Statement regarding Aqua WSC’s water service agreement with EdgeConneX Austin

Aqua Water Supply Corporation (Aqua WSC) is committed to transparency with the communities we serve. In light of recent public attention surrounding the EdgeConneX Austin data center development in Cedar Creek, we want to clearly communicate what our role is in this project and what it is not.

Aqua WSC’s Agreement with EdgeConneX

Aqua WSC has executed a Large Volume Service Agreement with DFW33220N, LLC, an EdgeConneX subsidiary, to provide potable water service to the EdgeConneX Austin development located at 6752 FM 535 in Cedar Creek. This agreement covers water service for 350 living unit equivalents (LUEs) at a maximum flow rate of 210 gallons per minute, consistent with the water feasibility study completed by our engineers in March 2025.  The 350 LUE amount is the same as the amount of water needed to serve 350 residential homes.

Water service has not yet begun. Service is expected to be initiated in 2027, contingent upon the completion of required infrastructure upgrades. As is standard practice with new commercial customers, these infrastructure costs are paid entirely by EdgeConneX, not by Aqua WSC ratepayers.

On the claim of a “Regional Partner” relationship

EdgeConneX publicly described Aqua WSC as a “Regional Partner” in its water stewardship plan during June 2026 town hall presentations. We want to be direct: Aqua WSC did not authorize or approve that characterization, and it does not accurately reflect the nature of our relationship with EdgeConneX.

Aqua WSC is a regulated non-profit water utility. Our agreement with EdgeConneX is a standard large-volume service agreement, the same type of agreement Aqua WSC would execute with any large commercial customer within our authorized service area. We are not a strategic partner, co-developer, or stakeholder in the EdgeConneX project. We are required by Texas law to provide water service to eligible customers within our certificated service area. Providing water service to EdgeConneX is not a choice or a partnership; it is our legal obligation.

On the role of Board President David Glass

Commissioner David Glass serves as Board President of Aqua WSC, a position he holds as an elected representative of our member community, specifically Zone 3 of Aqua WSC’s service area in Bastrop County. Aqua WSC’s Board of Directors operates independently of the Bastrop County Commissioners Court. The Board President does not represent Aqua WSC in any capacity before the Commissioners Court, nor did Aqua WSC have any involvement in the December 2024 tax abatement vote regarding EdgeConneX’s development.

Aqua WSC’s board meetings are open to the public. We encourage community members to attend and participate in the decisions that affect their water service.

Our commitment to the Carrizo-Wilcox Aquifer

Aqua WSC withdraws groundwater from the Carrizo-Wilcox Aquifer as authorized by permits issued by the Lost Pines Groundwater Conservation District (LPGCD). The long-term health of that aquifer is foundational to our ability to serve all of our members, including residential, agricultural, and commercial customers alike. Any service we provide to EdgeConneX will be governed by the same permit conditions, usage monitoring requirements, and water conservation policies that apply to every member of our system.

We share the community’s concern about the cumulative demands that large-scale commercial development places on regional water resources. Aqua WSC has and will continue to work constructively with the LPGCD and other regulatory bodies to ensure our planning efforts reflect realistic, long-term water use projections and not just the demands of any single customer.
