A cross-connection as
defined by the Texas Commission on
Environmental Quality (TCEQ), is any
connection to a public drinking water
supply that results in the potential for
backflow contamination of the public
water supply. Backflow can occur
on a member’s customer service line and
the potential for contamination does
exist if not adequately protected by a
backflow prevention device. Water
wells, swimming pools, and landscape
irrigation systems are very common
examples of the potential for
cross-connection to Aqua‘s drinking
water system. Cross-connections
are categorized by the degree of hazard,
non-health or health. The degree
of hazard determines the type of
Backflow Prevention Assembly (Device)
and testing frequencies which are
required to protect the public water
supply. All cross-connections are
required by TCEQ to be protected by an
adequate backflow prevention device.
Any unprotected cross-connection is a
potential for contamination of the
public water supply. Aqua WSC is
obligated by Texas law to protect the
public water supply. If you have
any question as to whether a
cross-connection exists please call the
office. Aqua will help you
determine if a cross-connection exists,
and if so what type of protection is
required. As of August 31, 2004
any cross-connection to Aqua’s water
supply will require a permit. The
permit needs to be completed in the
office of Aqua. A permit fee of
$25.00 must paid when the permit is
requested. Upon installation of
the Backflow Prevention Assembly, a
Backflow Prevention Assembly Test and
Maintenance Report, required by TCEQ,
must be submitted to Aqua. The
test and report for the backflow
prevention device are to be completed
only by a Licensed Backflow Prevention
Assembly Tester. A list of
licensed testers can be obtained by
contacting Aqua or TCEQ. TCEQ
requires all cross-connections assessed
as a health hazard to be tested each
year. Aqua is requiring all
testable backflow devices to be tested
every 3 years. A notice will be
mailed when it is time for the retest.
